Operating system does not support locale ???

When I start oopadmin it first writes "Operating system does not support 
locale" to the terminal and then starts.

My operating system is kernel-2.4.27 compiled from tha latest 
kernel-source-2.4.27 release.  I paged through make menuconfig again and 
can't see anything regarding locale.

For the record my box is the current dist-upgrade of testing.  The 
locale command runs and lists all US choices.

Have I missed something?
