If you've never used Linux before you may be more comfortable running
the occasional Linux program from within a VMware-Linux started in
Windows. Or maybe part of your system doesn't work yet within Linux,
e.g. you have a winmodem. For a while the biggest reason for me to
boot up Windows was to burn a cdrom. That wasn't functioning yet
within Linux for me - now it is. I'm not sure if a VMware-Windows
started from within Linux would be able to speak to the cd writer
directly if Linux itself can't even do that.

Anyway, I have never used VMware, but I can think of some reasons to
use Windows as a VMware host for Linux. But it should indeed usually
be the other way around.
