Well, if you have a simple file like:

$ cat > f.c
int h
#include <stddef.h>

Then trying to compile the file f.c, you'll get the error message you have.

Conclusion: somewhere before you include stddef.h, you have some syntax 
error (possibly a missing ";" as in the file f.c above).
