I would just create a new repository so it doesn't interfere with the
mirror and _real_  Debian packages. 

All you have to do is setup the hierarchy of directories, add your
packages, and run dpkg-scanpackages and dpkg-scansources on the binary
and source directories respectively. It's a ten minute task to setup.

If you setup a trivial one (single architecture) then it's really a
breeze.
