Are you sure you shouldn't use something like,
root (hd0,0)
initrd /boot/initrd.img-2.4.25
kernel /boot/vmlinuz-2.4.25 root=/dev/hda1 ro
In particular, note that:
1. I haven't mentioned (hd0,0) for the kernel command
2. The kernel gets arguments.
3. I have an initrd.
