I would describe it as a drawing problem with little white artifacts. I've not seen it for some year as my Pentium system on which it happend is enjoying retirement:-)
It happened to me on Red Hat Linux 7.x (and maybe earlier), as I recall using frambuffer for VCs and in X.
It seems to me a problem with the chipset (SiS5513) and also its successor used with super socket 7 boards.
I think, but it was quite a while ago and my thoughts may be astray, that the problem is less with newer software. It may well be that this box will work better with newer kernel and X. A quick test would be to boot Knoppix if you have it, or to download one of the many similar packages such as Damn Small Linux, or the Slack live CD package.
