If your audience is just the dorm inmates, you don't need to worry about any external IP.
If you want people outside to see it, you need to negotiate that with the owner of the router because they will need to make a configuration change.
Best you have a chat with the owner anyway: it's easier for others in the dorm to find you if you have a static IP and you might also want to set up a DNS so people can find you at, say, www.dorm.lan.
