No, it means the core and ssl have been built against that was updated and the other were not. *THAT* is why they were held in the first place. upgrade == basically upgrade anything capable of being upgraded without removing anything. dist-upgrade == upgrade everything possible even if it removes other things. If you explicitly install webmin-core and webmin-ssl then it will remove those pieces that are no longer able to be supported with the new dooziwhatsit. Basically, wait a few days, the other packages will be uploaded/rebuilt using the newer version of the thingamajigger that was upgraded underneath them.
