I'm not sure, but won't the Makefile of KOMA automatically create a
local texmf tree according to the TDS?

After calling update-texmf `kpsewhich --expand-var '$$TEXMFLOCAL'`
expands correctly. Have a look at
/usr/share/doc/tetex-bin/README.Debian.gz for further details.
