I had the same problem.  It isn't terribly useful unless you tell it you're 
always connected.  Then it lets you set up your SMTP server and whatnot and 
it can actually report bugs without your having to go dig them out of /tmp 
and mail them manually.

If you want to start over, get rid of ~/.reportbugrc and run reportbug again.  
(Or maybe just edit .reportbugrc...  I haven't actually looked to see if it's 
obvious enough to be human editable.)

No idea what the policy is.  You obviously won't get any direct feedback if 
you don't use a real address.  I use my normal public email address.
