I think this was fixed in VC7.1.  I did some work with RogueWave, an STL 
provider, and AFAIK a very large number of standards violations were 
fixed in VC7.1, although the list is still long.

I know a lot of the gripers were grudingly satisfied with the 
conformance of 7.1.
