Apache incident handling 1.3.26-0woody5?



Hi,

I am using woody 3.0 stable and apache1.3.26/php4/mysql.(newbie on
debian)...
I did all the installations and updates using apt-get....

While I was developing and testing my uploaded on debian php
files...the php files suddenly stop responding(or taking very long
time, on local network)...and only the default debian "Welcome to Your
New Home in Cyberspace!" was working..After few minutes the php files
were working ok again...

Then I closed my debian's server port to the Internet on my router.
And did a apt-get update and apt-get upgrade, which did the following
updates:
apache-common 1.3.26-0woody5 replace apache-common 1.3.26-0woody3
apache 1.3.26-0woody5 replace apache 1.3.26-0woody3 (which looks fine
since apache 1.3.26-0woody5 was released on the 24th of June)

My question is does apache on debian make routine tasks like sorting
log files or emptying memmory? and which are those?

I am asking this because looking at my apache/error.log I get "SIGUSR1
received" as you can see below at a time when I do nothing with the
server...and nobody was really accessing the server(according to
access log).. why is that? the php files stop responding around Jun 27
17:06:00 should I worry about it and could it be related with the
"SIGUSR1 received"?

Finally would you know any good web site for debian/apache security
and administration?
