Which login manager do you use? kdm, xdm, gdm, wdm? Sounds like kdm to
me. The error message could mean that either

- /usr is mounted read-only or

- you don't have permissions. If you use KDE 2.2, you have to start
kcontrol as root (kdesu kcontrol). If you use KDE 3, open kcontrol, and
switch to system administration mode.

Or at a command line, become root (I recommend "sudo") and then run "dpkg-reconfigure xdm" (or kdm, wdm, gdm); this should open a window asking which login manager (of those you have installed) you want to use by default. Or you can install one of the login managers (ie, "apt-get install kdm") and it'll run this question as part of the install.
