That would work fine for the groups added later, but not for the initial gids. 
"users" is the one to worry about. By the time the machine starts and I'm 
able to edit /etc/group, there are a slew of files that have been created as 
a member of the initial ids. That's where the problem is. I'd like to be able 
to specify the gids for the files created during installation.
