backup2l (excellent tool for incremental backups, can be configured to
use standard tools like tar/gzip/bzip2, or anything else you want for
that matter) has a mechanism in the config file to use user-defined
commands after finishing the backup, it should be easy to configure it
to mirror your local backup directory to ftp or something similar.
