It means skynet.be is misconfigured to reject on the DUL.  The reason
I say misconfigured is because those lists are not only over-generous,
but include commercial IP ranges as well because the idiots running
such lists don't seem to care if the ISP also serves businesses, if it
serves private citizens, they list it.

Fuck DULs.  Fuck Skynet.
