I would put it a *little* differently -- that they're not intended for non-developer users *unless* those non-developer users are interested in helping with the development of the next release/future releases (by filing bug reports etc.), so much so that they're willing to run the risk of a borked system, which both unstable and testing will sometimes give them. You don't want to dissuade *everyone* from tracking them. You just want to make sure that nobody tracks them who doesn't fully understand what they're getting themselves into.
