Yes.

Log into X as the first user.
Then Ctrl-Alt-F3 and login as the second user.
Start X with the command "startx -- :1".

If you want to do a third X session, the command would be "startx -- :2" and so on.

The second session will be on Ctrl-Alt-F8; the third on ..F9, etc.
