I recently had a similar problem with Sprint DSL in Florida. Maximum d/l
speeds dropped from 150~Kb/s to 30 Kb/s. It turns out that it wasn't a
problem on my end but a Sprint problem. The "real" problem is convincing your
ISP that they might possibly be screwed up.
