yes for the west incl. the aussies and newzealanders, japan and a 
further small part of asia


no for the major rest of the world: parts of south-america, africa  etc. 
etc.

i agree with vanwoerkom. 13 cd's is for the poorer part of the world a 
major obstacle for the use of i.c. debian_linux
