One or two times I had a similar problem with a machine I was setting
up.  However, on that particular machine I didn't get any gettys at
all but fortunately had already set up ssh so I could still log in and
look at logs and change config files.  Eventually I figured out that
the problem was the getty was looking for, for example, /dev/tty0 but
since I disabled devfsd that device didn't exist.  I corrected it by
changing the device to /dev/vc/0 in /etc/inittab.
