Based on my own experience, it is not normal. Here's my situation:
# cat /proc/mounts
/dev/root / ext3 rw 0 0
proc /proc proc rw 0 0
devpts /dev/pts devpts rw 0 0
/dev/md0 /boot ext3 rw 0 0
Here's my mount output, for good measure:
/dev/md1 on / type ext3 (rw,errors=remount-ro)
proc on /proc type proc (rw)
devpts on /dev/pts type devpts (rw,gid=5,mode=620)
/dev/md0 on /boot type ext3 (rw)

No, that seems normal. I get basically the same thing:

That should be fine. The two critical items are that each partition that is
to contain /boot, whether as part of an array or not, needs to be marked
bootable. And, of course, all your partitions that you want in the raid
must be marked Linux Raid Autodetect.

Post your lilo.conf that you think should be working. Note that you do not
want to access any partition on /dev/hdb or /dev/hdc directly.
Use /dev/md0 instead.
