Take a look at 'modemd' by Bjorn Ekwall. Here's an extract 
from the README:

        I wanted to be able to use a modem that existed on a remote machine
        and make it look like it existed on my local machine.

A bit of Googling should locate the sources; the version I
took the above from is *ancient*.
