Its actually a bios limitation. Most new bioses don't have problem with
having linux on any disk. Sometimes they are limited to the first disk,
sometimes to the first ide channel.
When its a limit then it doesn't matters what boot loader you use. You
can bypass it by putting a 20 MB partition or with the /boot partition
on the start of the first disk and leave the rest of linux anywhere
else you want.
If there is bios support you can put lilo where you want, you will need
to tell the bios where to look for it though.
