in my book .... yes...
A gets sued for license violations
B should get sued/dumped into legal bills to bail out of for
"receipt of stolen property"
neither A nor B would get into touble if the "demand" for these
services is was not available... until someone or a bunch gets
severely punished for "wrongdoingz", it will continue or they'd
also consider the current level of punishments an acceptable risk
