Util-linux 2.12 compile problems in sarge

This look like an old bug closed in December:

   Max Vozeler <max@hinterhof.net>
"It's a known breakage caused by the splitting
         of libc6-dev and linux-kernel-headers, see
         bugs #220991 and #222878"

has come back from the dead:

This is a make of util-linux 2.12 from upstream source
under a sarge dist updated as of a half hour ago on a
workstation running 2.4.18.

Has anyone else started having this problem?
