Old or not, a "grave" bug warning popped up a few weeks ago in relation
to this package when I tried to update using aptitude. I put it on hold
and am waiting for a new version. Granted, I'm lazy, but I also have
complete confidence that some wonderful debian developer will fix this
in the near future.
This is unstable. Sometimes you have to wait.
That being said, I do currently have version 3:4.3.2+rc3-3 installed,
and it's working fine.
Perhaps you could download
http://http.us.debian.org/debian/pool/main/p/php4-pgsql/php4-pgsql_4.3.2+rc3-3_i386.deb
and install that using dpkg?
