SFTP and FTP are completely unrelated protocols. They are named similarly
only because the user interface and intended use are similar. You can use
SFTP if you can access an account via SSH, since SFTP is simply file
transfer performed over an SSH connection. FTP access does not give you
SFTP access, nor vice versa.
