Look at the package 'make-kpkg'. The principle is something like

/usr/src$ tar -zxf linux-2.4.23.tar.gz
/usr/src$ cp linux-2.4.22/.config linux-2.4.23
/usr/src$ cd linux-2.4.23
/usr/src/linux-2.4.23$ make oldconfig
/usr/src/linux-2.4.23$ fakeroot make-kpkg kernel_image modules_image

.. and dpkg -i the .deb that appears in /usr/src .
