I have successfully built the 3.0r1 images with jigdo from our local
ftp-site.

You can find the files at
ftp://ftp.sun.ac.za/iso-images/debian/3.0_r1/i386/jigdo

and use 

ftp://ftp.sun.ac.za/debian

for download.

But there might be a faster ftp-site closer to you.
