Bill, I think you also need "guest only = Yes" to suppress the password.
This works for me from Windows 95a, and with share level security.

Here's my printers section:

[printers]
	comment = All Printers
	path = /tmp
	create mask = 0700
	guest only = Yes
	guest ok = Yes
	printable = Yes
	printing = cups
	print command = lpr -oraw -r -P'%p' %s
	browseable = No
