If you're installing packages using dselect or an APT-based tool,
dependencies will be automatically downloaded and installed.  If
you're using dpkg directly (few people do but it's useful to know
about) they won't be.

I don't know.  If you're going to ask this question, you should
generally tell us what Debian version you're using; if you have things
besides official Debian sources in your /etc/apt/sources.list, that's
probably useful to mention too.

So I'd recommend against using 'apt-get install' to try to install
things directly, especially if you're not entirely clear on what
you're looking for.  'aptitude' (in the aptitude package) gives a
reasonably nice console UI that will let you search through packages
and install them.

In the particular cases you list, it sounds like you don't have a
complete Debian set available.  Maybe you're trying to use a partial
CD set, or maybe your local Debian mirror is having issues.  

In the particular cases you list (mysql-server, quota, netselect), I'd
think those 'apt-get install' commands should work.  Certainly 'quota'
and 'netselect' both exist as packages.
