You ask what you want, apt-get/aptitude/?? figures out what you need
and installs it all.

Because you're using "unstable"?

I don't know.  I just searched for them both in Woody (stable) and
they're there:

   (0) keeling /home/keeling_ apt-cache search quota
   ...
   quota - An implementation of the disk quota system.

   (0) keeling /home/keeling_ apt-cache search netselect
   netselect - Choose the fastest server automatically.

If you're new to Debian, why are you using unstable?
