Well, you did go back into httpd.conf and make sure that the line
LoadModule mp3_module /usr/lib/apache/1.3/mod_mp3.so
isn't commented right?  Just installing an apache mod via apt-get doesn't 
necessarily enable it.

Also it appears that mod-perl has a bug where a relevant LoadModule line isn't 
added.  You can add it by hand as:
LoadModule perl_module /usr/lib/apache/1.3/mod_perl.so
