Should be $VIMRUNTIME/syntax/mail.vim

You should be able to override those settings in your home directory
(instead of making changes in the $VIMRUNTIME location (which, btw, I
think would probably get clobbered on upgrades)) in
~/.vim/syntax/mail.vim  (which you'll have to create).
