severe bug:Failure to start X related to /tmp permissions

OK, I finally figured out what the cause, possibly, of my problem I've been struggling with over several postings/days here.

The problem is that I have been unable to login via xdm/XFree as a regular user. Root is OK.

The answer/clue is in the ~/.xsession-errors file.

It's also related to a increasing number of errors I am having.

~/.xsession-errors:
mkdtemp: private socket dir: Permission denied

'man man'
man: can't create a temporary filename: Permission denied

ls -l /:
drwxr-xr-x root root tmp

This is the problem.

It's an extremely severe bug.

Settings that might have influenced this:
Users cannot view each others $HOME directory
'man' is not setuid man

Other than this, I do not recall any events during the installation that were related to security.

Actions:
How do I fix this appropriately?
To which package to I submit a bug report?
How do I find this package if not known?
