shorewall - packets dropped on newnotsyn rule instead of forwarded

I configured shorewall to pass some ports to a local server (dnat for
mldonkey). For a several ports (mostly 4662) I keep seeing in the logs
dropped packets due to a rule:

Shorewall:net2all:DROP: ppp0 7 tcp packets from ...

Whats this rule and why are they dropped?
