apt.conf? (was: Re: Getting XFree 4.3?)

I do not seem to have any apt.conf, but I do have an
/etc/apt/apt.conf.d directory.  Should I make the file
/etc/apt/apt.conf, or should I put the above two lines into a file in
the given directory?  (Which name?)
