is ${HOME} supposed to work in pam_env.conf?



/etc/security/pam_env.conf gives an example containing ${HOME}.  
However, ${HOME} doesn't work (it evaluates to nothing) when 
invoked by logging in on a console.  (This is on woody.)

Is ${HOME} supposed to work in pam_env.conf?
