Who's making you upgrade? That doesn't mean we have to provide it.
There's too much ancient cruft in the distribution as it is, slowing
down releases.

Because nobody wants to maintain it. The release manager purged it some
time back because it had release-critical bugs that blatantly weren't
being fixed; there's been a notable lack of developers clamouring to fix
it and put it back in.
