A swap partition is "better", in that it's a bit faster than a swap file.
However, it's arguable if it matters for you (ie, it depends entirely on the
load of the system in question).

Unless you need the space, I wouldn't bother.  2GB is probably a bit much;
OTOH, if you don't care, it's not hurting you at all.
