I just asked this same question in comp.os.linux.hardware (see the
thread w/ subject "power down fails").  In my case, the solution was to
force loading of the ospm_system module, by mentioning it in
/etc/modules.  Now that I do that, my system powers down as expected.
Although I should add that my symptoms were a little different from
yours:  I didn't get a blank screen.  Instead I was left with all of the
shutdown messages, ending with "Power down."

Not sure about your restart problems.  Maybe another ACPI module is
required, but I never had any trouble with restarting.
