this message seems harmless,
according to log you posted, dvips continues without creating that file.
does it cause you any problems ?
if so, or if you just want to get rid of the warnings :
you can fix it 2 ways :
give your user more permissions, or
require less permissions for /var/spool/texmf etc.
first look at what permissions and groups these have,
then maybe you find that putting your user in group 'dvips' suffices
else try to make directorys read/write by everybody.
and if that doesnt work,
file a bug against dvips.
