The rpm command is a multifunction tool.  It installs and removes
packages, sure.  But it also builds packages.  Therefore if you are
going to build an rpm package on Debian or unpack an rpm on Debian
neither of which are installing then you need the rpm command on
Debian in order to be able to do that.  This is what alien is doing
under the hood.

It would be convenient in this case if the functionality were split
into 'rpmbuild' which was separate from 'rpm' as an installer.  Which
I think is what was done in RH-9.  In that case the utility side of
rpm could be included while the installer side of it could be
separated out.  So perhaps in the future this will be possible.
