Well, that's a new one! Usually this list gets flooded with mails from 
people trying to UNsubscribe :-)

Anyway, what you need to do is click here:
mailto:debian-user-request@lists.debian.org?subject=subscribe

You don't need to type anything, just send off the empty mail with this 
subject tag.
