Not with a 2.4.9 kernel it's not.  Why in the world are you trying to use
such an old kernel?  The Audigy is not supported.

You are more than likely going to have to use the driver from SourceForge.
A quick grep in the 2.4.21 source tree produces no mention of the Audigy.

Further, checking the SourceForge driver shows that support for the Audigy
was added at v0.19a.  The kernel driver does not have any of these
modifications.

I have no idea if any of the Debian kernel-image packages include the
SourceForge driver.
