The general answer to such a question is "when a volunteer put such a
package together, I guess."
In this case, and for future reference, you might wanna take a look at:

Through that page, you can see a list of packages about which people
have filed "Intend to Package" notices. "phpbb" is there, although
the notice was filed 213 days ago. I don't know what the etiquette
is about contacting people who've filed ITPs and asking them what's
up. Hopefully someone else here can enlighten the both of us on
that.
