Is the PCI id listed above the same as for you Radeon 7000?
Use lspci to get the list of all PCI devices.

The 3 lines above would seem to suggest that the other card is now
assigned as the primary device. Perhaps that may explain the failure.

And here we see that the X server couldn't do a INT10 BIOS query
on the 0:11:0 card.
As a very long shot, try specifying both cards in separate Device
sections.
