Where to set http_proxy?

Hello

Could anyone please tell me if there is a best place to set the system-wide
environment variables http_proxy, ftp_proxy and no_proxy and the correct
syntax? I've read about /etc/environment, /etc/profile appears to be a
candidate as well. But I've been unable to find authoritative (for Debian)
information yet.
