This command was the key.  I no longer have that error message.

For the record, I'm using iptables.  I have enabled it within my cusom
configured kernel.  I'm not using the /etc/init.d/iptables script.  I do
not have active and inactive rulesets.  The network still works fine,
after deactivating iptables by dpkg-reconfigure.
